How Many Latvian Companies Have Foreign Owners?

12.3% of Latvia’s active limited companies, 9,343 in all, have at least one non-Latvian beneficial owner, and 48.4% of those owners live in Latvia. The largest nationalities are Russia, Lithuania and Ukraine, and among the companies on this map the share is 17.5%.

Where the Owners Are From

Companies with at least one beneficial owner of each nationality. A company with owners of two nationalities counts under both. 68 further nationalities hold 332 companies between them and are pooled rather than listed, because a nationality with a handful of companies starts to describe people rather than companies.

Of active companies formed in 2015, 10.6% have a foreign owner, against 13.9% of those formed in 2026, a part year. The series describes survivors only, but the bias check below finds foreign ownership close to independent of survival, so the movement after 2021 is large enough to survive the doubt.

Which Nationalities Are Registering More Latvian Companies?

Indian owners have grown fastest, roughly tenfold across the period in their share of each year’s active companies. Ukrainian and Russian owners crossed over after 2022, with the Ukrainian share roughly doubling from 2015 and the Russian share falling by more than half. The register records what was declared, not why.

Can the Foreign Ownership Trend Be Trusted?

Largely. The register lists owners only for live companies, so every formation-year figure describes survivors. But across 6 cohorts whose survival rates span 25.7 percentage points, the foreign shares span only 0.9 point, with a correlation of -0.189, so ownership looks close to independent of survival.

The register publishes beneficial owners for live companies and for no others. Not one of the terminated companies in this period has an owner on record. So every figure by formation year describes the survivors of that year, and if foreign ownership predicted survival the trend would be an artefact.

That is testable rather than arguable. The 6 cohorts from 2015 to 2020 differ enormously in how many of them are left: their survival rates span 25.7 percentage points. If ownership and survival were linked, their foreign shares would spread out too. Instead those shares span 0.9 point, with a correlation of -0.189.

So foreign ownership looks close to independent of whether a company lives or dies, and the movement after 2021 is large enough to survive the doubt. It is still a survivors’ series, and it is not evidence about companies that have already closed.

Where in Latvia Are Companies Most Often Foreign-Owned?

Among municipalities with at least 200 active companies, Rīga has the highest share, at 18.2% foreign-owned, followed by Jūrmala at 15.3% and Madonas nov. at 12.9%. Across all of Latvia’s active limited companies the share is 12.3%.

What Does Latvian Foreign Ownership Data Not Show?

Where owners live, beyond one split: 48.4% of foreign owners live in Latvia. Who founded a company, since a beneficial owner is whoever owns or controls it today. Anything about individuals, because the report counts companies. And why the shares moved, since the register records declarations, not reasons.

A nationality is not a residence. Just under half of the foreign owners here live in Latvia, so the same number contains an immigrant who moved to Riga and built a company, and a holding structure run from elsewhere. The two are not the same thing and this report cannot separate them beyond that one split.

Beneficial owner is a legal category, not a founder. It means a person who ultimately owns or controls the company, as declared to the register. A founder who sold out is no longer listed; an investor who took control is. This is ownership today, not who started the business.

Nothing here is about individuals. The source names people, gives partial identity codes and birth dates. This report counts companies. No personal field is written to disk by the pipeline at any stage, and nationalities held by fewer than 20 companies are pooled so that no cell describes a small enough group to identify anyone.

Correlation with events is not causation. The Ukrainian share roughly doubles from 2015 and the Russian share falls by more than half after 2022. The register records what was declared and when. It does not record why, and neither does this page.
