Who Wins Latvian Public Contracts

Every procurement notice Latvia published between 25 October 2023 and 27 September 2026, reduced to the questions a small supplier has: how big is a typical contract, how many people are bidding against you, and does anyone like you win.

How Big Is a Typical Latvian Public Contract?

The median award is EUR 20,829, and about two thirds of awards fall under EUR 42,000. That places a typical contract inside the range the Public Procurement Law hands to its lighter article 9 route rather than to a full procedure.

There is no total on this page and there will not be one. The source records a framework agreement’s ceiling in the same field that a single purchase records its price: the largest row in the window is EUR 3,698.8M against that median, and the top one percent of rows carry 77.1% of the summed value. A total would be arithmetically correct and would describe nothing.

How Much Competition Does a Latvian Tender Attract?

Less than a founder expects. The median lot draws 2 offers, and 29.7% of the lots that report an offer count at all drew exactly one. A procedure that attracts a single bidder is the most common competitive outcome in the whole archive, which is the opposite of the crowded field most people imagine.

What Size of Company Wins Latvian Public Contracts?

Small ones, by the buyers’ own classification rather than by any rule applied here. Small, micro and firms recorded only as SMEs take 70.6% of all award rows, while large firms take 8.2% of them. The size class is simply the one the buyer wrote into the notice.

Do Riga Startups Win Public Contracts?

56 of the 634 companies on this map have won at least one public contract in the window, which is 8.8% of them. The join is on registration number, so it is the same company rather than a similar name.

Has Any of This Moved?

Not much. Both the median award and the share of lots drawing a single bid have held roughly steady across the whole window. The jump in notices between 2023 and 2024 is the e-form system filling up after it opened partway through the first year, and not procurement itself expanding.

Every notice published across 1,069 days of the Bureau’s feed, which comes to 148,536 live notices once the superseded versions have been removed from the count. Of those, 45,556 announce a result, and between them they carry the 79,516 award rows behind every single figure on this page.
