Shared Legal Addresses in Latvia

9.1% of Latvia’s 139,781 active limited companies are registered at an address shared with at least nine others, and 1.6% at one shared with 49 or more. The busiest single address holds 141. Companies at shared addresses employ staff about as often as the rest, but they are far more often foreign-owned: 36.9% at addresses of 50 to 99 companies, against 5.9% of companies with an address to themselves.

How Many Latvian Companies Share a Legal Address?

9.1% of Latvia’s 139,781 active limited companies are registered at an address shared with at least nine others, and 1.6% at one shared with 49 or more. At the other end, 53.1% are the only company at their address.

A further 37.8% share their address with up to eight others. Beyond that the numbers fall away quickly: 614 addresses hold 10 to 49 companies, 26 hold 50 to 99, and 5 hold 100 or more. An office building or a coworking space can hold many companies, so a shared address is ordinary in itself.

Which Latvian Addresses Have the Most Registered Companies?

The busiest single address in Latvia holds 141 active limited companies, and all but one of the 20 busiest addresses are in Rīga. Being at one of these addresses says nothing about any company registered there.

All but one of the 20 addresses with the most active companies are in Rīga, the exception being Rūpnīcu iela 4, Olaine, Olaines nov.; 17 are whole buildings in the address register and 3 are single premises within a building; those 3 are named here by the building only, and no unit number is published.

Being at one of these addresses says nothing about any company registered there. The counts beside each are what the register and filed accounts show: how many companies are active at the address, how many were registered there since 2015, how many filed accounts for 2025, and how many of those employed anyone. Counts under 20 are withheld.

Are Companies at Shared Addresses in Latvia More Often Foreign-Owned?

Yes. The share with a non-Latvian beneficial owner rises from 5.9% at single-company addresses to 25.9% at addresses of 10 to 49 companies and 36.9% at 50 to 99. Staff differ much less: 77.0% of companies alone at their address had staff, against 75.7% at 50 to 99.

Companies at shared addresses employ staff about as often as companies with an address to themselves. Of those that filed 2025 accounts, 77.0% of single-company addresses had staff, against 78.5% at addresses of 10 to 49 companies and 75.7% at 50 to 99. The exception is the 5 addresses with 100 or more, where 64.4% did.

At addresses of two to nine companies the foreign-owned share is 12.5%. The register records the address and the owners, not why the two go together.

Do Startups in Latvia Register at Shared Addresses?

More often than other companies. 24.7% of the startups and scaleups on this map share an address with nine or more others and 6.4% with 49 or more, against 9.1% and 1.6% across the register. The register cannot say whether that is a coworking desk, a business centre or a service that provides addresses.

15.5% of Rīga’s active companies share an address with nine or more others, against 3.0% in the rest of Latvia.

How Does Company Survival Differ at Shared Addresses in Latvia?

Of companies registered from 2015 to 2022, 91.6% of those alone at their address were still registered 36 months later, against 84.6% at addresses of 50 or more. A closed company is placed at its last address, which can be a liquidator’s rather than the one it traded from.

At addresses shared with up to eight others the figure was 87.0%, and at 10 to 49 it was 81.8%. Here an address’s size counts every company registered there since 2015, active or closed.

Read that gap with care. The register keeps only a closed company’s last address, which can be a liquidator’s or an administrator’s rather than the one it traded from, and nothing in the open data records the addresses in between. The insolvency register looked like a check, since it records an address for each company in proceedings, but for all 809 companies in this period that closed after insolvency it matches the register’s last address exactly. It cannot tell a move at the end from a company that never moved, so this gap may be partly where closed companies end up recorded, and the register cannot say how much.

The register cannot show it, because it holds addresses as they are today and keeps no history. Among companies still active, the share at an address shared by ten or more is between 6.6% and 9.4% for every year registered since 2015, and even that flat line cannot show growth.

Grouping companies by the year they were registered only appears to: the share at an address shared by ten or more falls from 17.4% for 2015 to 7.7% for 2025. Split by status, the fall belongs to closed companies, whose last addresses are shared far more often (24.3% for 2015). Among companies still active, the share is between 6.6% and 9.4% for every year, and even that flat line cannot show growth, because a company’s address today need not be the one it registered with.

Method

• Addresses. Grouped by the register’s State Address Register code, which identifies a building, or a premises where one is registered, and merges spelling variants and renamed streets.
• Companies. SIA and AS. Concentration and ownership use active companies; survival and the years of registration use every company registered since 2015.
• Staff. At least one employee in the company’s 2025 annual accounts, among companies registered before that year that filed them.
• Foreign-owned. At least one beneficial owner of non-Latvian nationality, as in the foreign ownership report.
• Survival. The rule of the company survival report: still registered 36 months after registration.
• Withheld figures. A count from 1 to 19 is shown as fewer than 20, and no share is published over fewer than 200 companies.
